No problem, I am just following the hosting requirements <https://savannah.gnu.org/register/requirements.php> and the GNU best practices as explained by more senior admins. I would have approved the project right now and let you correct the minor issue on the versioning system, but I would prefer to have someone else confirm my approval first. If Mario (and everyone else) is too busy, in about a week I will take responsibility and approve it. Now for your questions. Documentation should be distributed along with the project; you could create a README at the top directory, and perhaps some manuals in a doc/ directory linked from the README. And by the way, everything should be under a license compatible with the GNU FDL. As to comments being in German: English is better because it reaches more people. The same works for the project name: Nobody is going to blame you for choosing a name which is taken in another field! But a search-friendly name (not a common word, something original and not shared with a different project) is best and lets your possible users find you quickly.
