There is no problem with public domain, and it is acceptable on savannah. It
is a free (non-)license, compatible with the GNU GPL and everything else (as
license-list.html says).
To release a file into the public domain, the best way is to say
"This file is public domain. Originally written YYYY Your Name."
at the top.
Although it is true that some jurisdictions do not recognize the concept, the
advice we have from our lawyers is that they would consider it a "very
permissive license", and that there is no reason not to use it. Which is a
good thing, because so much software has been released in the public domain
over the last N years.
