Alex -- the problem with underscore.sty occurs because it is loaded by TeX at
the same time as their original documentation, which I assume is under GPL or
GFDL. Technically speaking, this is an incompatibility according to our
interpretation of the GPL/GFDL. For instance, there is an exception at the
top of texinfo.tex to address the same basic issue.
Other interpretations weaken the GPL/GFDL, hence the desire not to go that
way.
