No, authorisation is a one-time event. The Savannah team only checks for
compliance of the requirements and legal stuff: copyright notices and license
headers. Once your project is accepted and activated you can use it as you
wish (in compliance with the requirements of course); you can make use of
various version control systems, a website, distribution of tarballs, etc.
without intervention from the Savannah team.

I's a little late in my place now, so I will look at your new tarball
tomorrow.
