Follow-up Comment #17, task #12728 (project administration):
I won't insist either way; I guess I would be inclined to put them separately,
perhaps in README, with a pointer from COPYING (and vice versa). In any case,
it should be clearly stated that they are not part of the licensing of the
package, since it would be an easy thing to confuse.
