Follow-up Comment #8, task #13673 (project administration):
The reason why some files are missing copyright information is because they
are either quick experiments which will be removed, templates which can't take
comments or other meta-data, etc.
I think there is a enough GNU copyright and license information peppered
across the repository to make sure users get the point. What do you say?
