Savannah has a policy that all package dependencies be redistributable under
the GPLv3 or later (at redistributor's option).
wignerSymbols is released in such a way that it isn't clear if the user may
distribute it under later versions of the LGPL (in fact, it doesn't even
include the text of the GPLv3 which is a part of the LGPLv3). In files like
src/wignerSymbols-cpp.cpp, one can read just "LGPL", this may be interpreted
as "any version of the LGPL", but files like src/xerprn.f have no license
notice at all, so the user has to assume the exact license provided in
LICENSE.txt (or no license at all).
