Copyrightable files are files more than ten lines long; it doesn't matter if
they are "code" or anything else.  The point is to make them easily re-usable.
https://www.gnu.org/licenses/gpl-faq.html#NoticeInSourceFile discusses "code,"
but it applies to any kind of files.
