#279: output.icecast.vorbis: quality setting displayed incorrectly

When a quality setting for output.icecast.vorbis is set to 3, it is
displayed as "0.3" in the Icecast2 status page.
This is even more odd, when a negative quality setting is used:
quality = -1. becomes "-0.1" in the status page.
