#326: specify accepted input.harbor formats

 Hi, Savonet Team!

 I have an idea to implement an ability to specify accepted input.harbor
 format.

 i think this can be done using on_connect callback. say, if i check i have
 wrong information in headers i will return "true" back to input.harbor and
 then harbor.input will disconnect the client.

 this will be useful for live shows, for example. on my radio there're live
 translations from different cities (for example from Moscow to Saint-
 Petersburg, where our radio station is situated) and if DJs misconfigures
 encoders in the club, the live is constantly gets interrupted due to
 frequent bufferization process.

 so, if i check the headers (and hence the format of broadcasting) is
 incorrectly set then the DJ won't be able to connect to the station
