#350: Register new settings in the script language?

I was coding the faad external decoder and I realized that it would be
nice to be able to register new settings in the scripts..
I know this has been discussed before but I believe the situation is
different. Before, this was proposed as a hack to have references.
Here, I really mean a new setting, which implies binding a "register"
command.
What do you think ?
