(In [6389]) Restore the handling of thread crashes for duppy queues, but
still don't
include them in Tutils.join_all. We decided with Romain that it was
unrealistic to expect to terminate all Duppy tasks, so it will remain like
that and we close #249 (although I still expect a couple other fixes for
threads not exiting on shutdown).
Also avoid a possible race problem on the no_problem condition, by using
the
proper loop.
