I discussed this with Romain and I must say he convinced me. We do use
the charset param to tell icecast in which encoding the metadata is
sent. But if we send metadata in utf8, and the internal encoding is
latin1 for the mount, there is no way icecast can perform a suitable
conversion for cyrillic or whatever exotic characters.

What we would really need here is the ability to change the internal
encoding of the mountpoint when creating it (the equivalent of what
you're doing by editing the icecast.xml config). But that seems to be
impossible.
