Tu put it simply, you have:
A - source string encoding
B - target encoding

charset=UTF8 in metadata updates sent from sources to icecast is for
A, charset parameter in icecast.xml is for B.

A and B are latin1 by default for mp3 mountpoints (historical) and utf8 for ogg.

When a string is received, icecast performs a conversion A -> B if needed.
