Yes, the AAC+ code does not seem to accept bitrates above 64. Anyhow,
for bitrates above 64, you might as well use mp3: AAC+ format is
interesting precisely for low bitrates, where it is significantly
better than mp3...

Also, the 22050 samplerate is part of the AAC+ encoding algorithm.
