The id3v2 mp3 encoder option is only relevant for output.file and is
turned off by default for streams. You can use it for streams but it
will only cover tags for the first track in your stream.

I would like to know more of what you mean about "a tag is inserted in
stream". If you mean that the stream has metadata updates, it is most
likely because of a mechanism specific to mp3 streams, often referred
to as "ICY metadata" in our documentation. This can be disabled by
passing icy_metadata="false" (note that this is a string) as an option
to output.icecast and the like.
