I haven't tried it myself but you should be able to either install
liquidsoap from the debian package, with liquidsoap-plugin-shine, or
recompile a liquidsoap binary with ocaml-shine enabled. This should
give you a fixed-point mp3 %mp3.fxp encoder.

However, you may still experience lags if you use sound-processing
operators with liquidsoap, such as smart_crossfade or audio filters.

If you want to use darkice with shine, I believe that you will have to
patch it because the application curently does not support this
encoder.
