You can do that with Liquidsoap, but I don't know how good it would
sound. If the codec and the bitrate are the same for input and output, I
would hope that you do not experience any audible artifacts (since what
has been thrown away before cannot be thrown away again) but I have not
tested this. It might be that there is some generation loss; whether
your audience can detect that additional loss is another matter.

If you do hear noticeable degradation when encoding -> decoding ->
encoding, this might be worth talking to the Opus team about. It may be
that they did not intend Opus as a storage format for this kind of use.
Given that any audio manipulation is likely to require decoding and
re-encoding, it might be that Opus is only recommended for the final
step of delivery to the listener.

If you do not intend to do any manipulation of the audio, such as
crossfades, or gain adjustments, then maybe Liquidsoap is overkill for
your use case. For example Ices is said to forward Ogg Vorbis files from
a playlist without re-encoding:
