In modern Debian system "kde4-config --install data" outputs "/usr/share/kde4/apps/" and window manager files are located in /usr/share/kde4/apps/ksmserver/windowmanagers. Fedora 12 has same defaults. Google says that Ubuntu has it too. This should not be that big deal. If you compile Sawfish yourself and you have KDE4 installed, the files will be installed according to kde4-config. It only matters if you don't have KDE4 and you're creating Sawfish binary packages for others.
