I don't know if it is currently (because I just pull stuff from Git),
but generally it should not be. No Autoconf installation should be
necessary for compiling distribution tarballs, just ./configure && make.
It might be a good idea to have a make target for release tarballs to
ensure that the generated scripts get included. I think Automake
provides that by default, but we are not using Automake.
