I can answer to the ASFA/AKC etc... question, if I understand this thread 
correctly.

In order to gain points for specific titles, hounds must be run at events whose 
guidelines fit the organization for which you want a title.  For example, if 
you want an National Open coursing title for your pooch, you need to have a 
registerable hound that fits the NOFCA qualifications, and that hound must be 
run in fun and competitive runs that give it a total number of points and wins. 
 Which means an SCA group who courses for fun who wants to also be ASFA 
affiliated or whatnot so their dogs can win mundane titles, will need to have a 
representative (at least) for said events to be qualifiable with that org.  

As for the reverse side and speaking back to the SCA as a Rep of one of those 
groups, I can't say why we'd need that unless some legal issue came up.  

As for the gambling thing, I didn't really understand what the point was 
either.  If you wanted to offer prizes for hounds, or SCA titles for the 
pooches, then that would be a seperate issue for the Club/Kingdom to agree upon.

But perhaps I misunderstood what was being put forth...
