There is also the option of a dorsal hitch that attaches on top of the 
shoulders.  I never was able to get my Dudley to get used to the side 
shafts, so we have a dorsal hitch cart that is an ancient Roman design. 
 He just loves it.

I understand.  Keep trying.  Use lots of treats and keep the training
sessions under 15 minutes each.  Have you tried a travois with him?
A travois might get him used to the feel of poles on his side.
