Hi,
Actually scalr also takes into account other instances you have
specified so it will not be just 13 but 20+.
For example if you have minimum instance as 1 and maximum instance as
5 set up in the
scaling configuration scalr will take the maximum i.e. 5 even if there
is just one running instance.
So check your configuration for the scaling.
Alternatively email Amazon AWS and ask them to increase your intance
limit to say 40.
They do it within 24 hours and there is no charge for it.
Once it is done change the configuration parameter to 40 (Max
instances allowed) on scalr.
