this is the behavior that was always happening as far as I recall....

You needed to create a new role out of the one you modified in farm2 (add
new role from the roles toolbar menu) and not use sync to all to save those
changes. Sync to all changes all instances running for the original role -
even if you give it a new name. It will just change all farms with the
original role to contain now the new synced role
