Correct, with k = 10.  The discrepancy represents the number of leap
seconds that would have been needed between 1958, when TAI began,
and 1972.  In fact UTC only goes back to 1961, and during the period
between then and 1972 there was a great deal of piecewise linear
messiness, which it is wise to ignore.

Note that TAI, and therefore UTC, is not available with high precision
in real time: it is a reconstructed scale based on a weighted average
of about 200 different clocks.
