I recommend using existing applications for encoding, for example, Transmageddon (which uses GStreamer), FFmpeg, ffmpeg2dirac, or gst-launch for more low-level control. If you are writing an encoding application, you should look at the source code for the above, and also the testsuite/encode program. There is also reference documentation.
