It is.  I'm using Scidvspc on Debian Sid, and it works just fine.  I
dropped Scid in favor of Scidvspc because there are several features
that don't work properly in Scid.  I submitted a patch but it has never
been included in Scid.

I have a full Debian packaging directory I can attach to the latest SVN
and it builds, installs and runs just fine out of the box.  That said, I
realize there are licensing issues that would require certain features
be pulled out of Scidvspc in order to be included in the actual Debian
distribution (this is what is done with Scid in order to include it),
but what I have works for me just fine.
