I've run into something similiar several times, usually, I type the command
"time" in the console and if the server is showing my clock running down I
know it's my turn even if SCID is showing that I made my move. When this
happens, I use the arrow keys in SCID to move back one move, and then I
re-submit or re-make my move in SCID and it sends it to the chess server.
FICS was having many problems with lag in addition to outages so I didn't
think about this further.
