Thanks for your test.

I think I know the tcl.h problem but I suspect another one after seeing
your configure output. Do you have another installation of tcl on the
system? I think configure found Activestate tclsh in PATH, but took tcl
library from another place than /opt/ActiveTcl. Can you confirm this?
