You're right: it seems that when you use the SCID installer, the tcl files
are missing. I guess your choice of language modified the scid.gui file in
the /bin subdirectory. The scid.gui file includes all the tcl code used by
SCID. It can be changed the same way I suggested, I think.

The translation files are available when you download SCID as a portable
app. I have them on my USB key just like I said on the page.

I'll modify the procedure accordingly.
