and in practice it has not been maintained since 1999. There is a better script to import pgn files into a Scid database, sc_import: http://sourceforge.net/p/scid/code/ci/master/tree/scripts/sc_import.tcl which is much simpler. The main difference is that it uses an existing database while pgnscid created a new Scid database. sc_import can be easily adapted to do that, however I feel that i I do not understand exactly your use case.
