It is certainly there on my SL 6.5 machines, and it does look as if it
was there in SL 6.3:
http://ftp.scientificlinux.org/linux/scientific/6.3/x86_64/updates/security/perf-2.6.32-358.23.2.el6.x86_64.rpm
What makes you think it is not there?
