That's correct. Flash 10 works on SL-5 but not SL-4

For SL-4, flash-9 works but it's no longer maintained. I don't know if
it's still on the "older versions" of adobe.com.

adobe i386, then create SL-{4,5}-{i386,x86_64} repos with appropriate
