Hi Andrew,
I'm not sure about the problems you're having but; you should be able to
install the version for f13 (if you don't have any other option) as it was
compiled still using python 2.6, if not, I haven't found anything from f12
that I installed not to work. I realize mixing up packages from EL and
fedora isn't the best idea, but sometimes it's the only way. Also
transmission and Vuze both work well and do the same task (I use them
both).
