It is. Nothing as sophisticated as "Python", but what is? A nice way to kill a 
half-hour without killing too many brain cells.

I really don't remember that. Lucky, maybe? But it does sounds  a bit
like a show you might have seen one Saturday, Keith, as it's part of
PBS' Saturday "BritCom" block, called "My Hero". Similar character, but
he came to Earth to capture and exile a criminal from his home planet,
where everyone's either a superhero or a supervillain. He fell in love
with a human woman, and decided to stay here. About as smart as a
gerbil, but has powers roughly akin to Superman.

Jesse, an alien is sent to Earth and finds himself in Los Angeles. His
only companion is a floating, orb-shaped parole officer named Control.
Doomed to stay on Earth until he can show compassion, Control helps him
lead as normal a life as possible, but not knowing Earthly ways he often
finds himself in trouble.Jesse is a hero in the army of a alien world
but he was a little but to good and they became afraid of him so they
send him to their prison/rehab/political dissident detention planet to
regain his "humanity" our own Earth. He is Super strong, super fast and
all but an imbecilic when it comes to being a person.

actually didn't watch the premiere of the X-Files, Wolf, or Space: Above
and Beyond. It was quality shows like that, along with TNG and B5, that
slowly got me out of that fear and distrust, and start loving TV scifi
again.
