I have this problem (specifically, new features do not exist) sometimes
when trying to rebuild.
I'm not sure on the easiest way to fix it, but I do know that you haven't
installed scikits.learn "properly".

Do a "python setup.py clean", then "python setup.py build", then "sudo
python setup.py install" and see if that works.
(Also, check you got the right source code - i.e. check that the functions
are in the file "sklearn/metrics/__init__.py")
