Well, packages need a decision rule to filter out the massive amount of published algorithms, and implementing and doing maintainance on the complete literature isn't possible. Other packages may have other agendas, such as implementing a specific part of the literature, or the papers by the authors of the packages :). I don't know of any that would be specifically open to symbolic methods, but maybe there is one that I don't know.
