Shashank, I am not one of the maintainers, but recently started looking into the scikit-learn code myself. Certainly read the contributing documentation <http://scikit-learn.org/stable/developers/index.html> which will tell you how to get the project setup and various guidelines. Once you are ready to start making some changes, simply visit the repo's Issues page <https://github.com/scikit-learn/scikit-learn/issues> to look for things to do. As Andreas Mueller told me, a good place to start is with issues labeled "bug"/"need contributor" and/or "easy". Depending upon your skill level, if you are looking for something more advanced, you will need to communicate with one of the maintainers.
