It might be worth adding that to a section on the Contributing page. Also, the "Contributing code" section in the Contributing document also that says "To avoid duplicating working, it is highly advised you contact..." which is what caused me to post here as well. Perhaps update that to direct newcomers to first work on some known issues via the repo before thinking about enhancements. There they should be able to determine if someone is working on a bug without having to contact the mailing list.
