That might not be tractable in practice because we have a bunch of
"bulk" issues involving many PRs, e.g. the issues about updating the
random_state docs everywhere. But assigning reviewers to PRs should be
feasible, let's try that.

think, smooth the review process. What do you think?

improve the Sprint organization.
