I think caret.line.back has to be given higher priority than bookmark
line background colors:

- Enabling this option also means putting up with background colors of
syntax styles being overwritten, so users will expect this behaviour.

- Bookmarks can alternatively be displayed using border symbols.

I do not consider this a bug.
