   Windows 98 should work with CJK. When I started Scintilla I needed
to work with Japanese language source code on Windows 95 so that is
supposed to work. However, I don't currently have easy access to
Windows 9x so it doesn't see much testing.

   There is no translation when code page is changed. You should set
the code page and then load the text and leave the code page constant
unless you perform a translation yourself.

   The side effects can be in any system message that uses text: if
Scintilla is a Unicode window then WM_SETTEXT will contain UTF-16
characters, rather than 8 bit characters.
