Hey, if we are talking about replacing some styling calls with [what I hope distill down to] bitblits, I would have nothing to complain about... I think. ;)

OTOH, plopping in the GTK 2.8.9 runtime made *no* difference in the 100% CPU for scrolling. Also, since you may recall I do builds that are optimized for space, I did a test with a [GTK] Scintilla rebuilt at -Ox... also no difference (which is what I expected, hence my space-optimized builds).
