If someone would have a lot of free time and he/she would like to
implement a new reg. exp. replacement for the old one. Would that be
accepted to the Scintilla codebase, assuming the author of the code
would be willing to give it?

  Small improvements may be worthwhile but not a lot of new code. Any
contributor should be prepared to maintain the code for a reasonable
period after contribution to fix any initial bugs - say 6 months.

And what specification would you recommend
to be used in that work?

  Compatibility with the current behaviour is very important. The
specification could be "just like now with X fixed".

As the current version is not recommended to be used, I can't see how it
go worse.

  I don't see it being much better either: I'll still recommend that
users of Scintilla use a full featured regular expression library
rather than Scintilla's.
