I have not tested with XP, but with Win98 (and probably most
Windows versions), you should put the path of SciTE to the
DefaultIcon key of your file type.
Example:

Hi!
Don't know where the icon is hidden, but if you use explorer to
associate
opening .properties files with SciTE.exe
like i did for .php files then the icon you want will be there.
