I had this same problem with the Dodson 1.67 installer. I had the property set correctly, and only one instance, and it wasn't duplicated in any other files. I downgraded to 1.66 (also the Dodson installer), which I had lying around, and it worked correctly. Since 1.66 had everything I was needing, I didn't follow up on it. But I wanted to mention it now since I'm not the only person who had this problem.
Let me know if I can provide any more info or files. I can reinstall 1.67 easily.

I'm using SciTE for quite a while now, installed by the "Bruce Dodson
installer" on XP.
With 1.67 I've noticed, that the context menu handler works differently
than before (which I'm using all the time :-).
Currently, opening a(nother) file through the context menu "Edit with
SciTE" will open just another SciTE instance.
Before 1.67, doing the same simply added the new file to an existing
SciTE instance in a new tab, which in my eyes is the "natural" behaviour
for a multi tab application.
The current behaviour is really annoying, is it intentional or "just" a bug?
