I did additional tests after my initial response and confirmed the issue you are experiencing (I did my first tests with a 1.66... no wonder it was working...). I also fetched the last SciTE version from CVS, built it and it worked fine with the menu extension installed manually, as mentioned by Franck. I'm trying to check with Bruce if there is any customization in his version that would have an impact on SciTE's behavior with the menu.
