SciTE never locks files and should never leave them open. It does
set the directory when it opens a file and this means the directory
can't be deleted which some have interpreted as locking.

I've found that after a file is opened in SciTE, directories in the file path cannot be deleted
even after the file's buffer is closed. I find that I have to close SciTE to release the
"lock" on the directory. Is there a way to release the "lock" w/o closing
SciTE?
