For anyone who's interested, I've written a project manager for use with SciTE:

It's Gtk-based, so is fast and light.  The general functionality is
pretty standard, and basically what you'd see in any modern IDE (or
FilerX, I think, though I've never used it).  All source included, of
course.

ScitePM uses the SciTE "Director" interface to communicate with SciTE,
allowing you to open files from the project manager by pressing
return/enter or double-clicking.

Note that there is a bug in current version of SciTE that causes
problems with ScitePM.  I've submitted a patch
(https://sourceforge.net/tracker/?func=detail&atid=102439&aid=1481306&group_id=2439)
, and Neil has accepted the fix, so I assume that the next SciTE
release will fix things.  In the meantime, you can grab the CVS
version or patch things yourself....
