But before I installed the new version, I had the properties file in
the same directory as the Scite exe file, which I think is the right
thing to do.

Anyway, to fix this problem I just went to Options > Open User Options
File and pasted the contents into that blank file and saved it. Now it
works, but that was less than optimal.

Also, since Scite doesn't really "install" itself (just unzips into a
folder), does it really use other folders on the hard drive, like the
USERPROFILE? (Besides, I tried your command at the command line and it
didn't work.)

   The user properties file is personal so goes in your home
directory, that is, the directory found at the command line with
echo %USERPROFILE%
